Garphil Julien is a fellow at the Open Markets Institute. His work focuses on industrial policy, global trade, and the supply chain of critical materials. Julien is an Extension Faculty Associate at Cornell’s ILR school conducting research on expanding clean energy manufacturing in the U.S. Garphil has also been a Policy Advisor serving on the Biden Administration’s National Economic Council working on industrial strategy, manufacturing, and labor. He was formerly a researcher at Open Markets. At Open Markets, Garphilconducted research on manufacturing, supply chains, banking, retail, tech, and agriculture. He has written for numerous publications including the Washington Monthly, Wired, Barron’s, and the American Prospect. He has a B.A. in International Affairs from George Washington University and a Masters in Public Policy from the University of Maryland. Follow him at @Garphilj
